The Clyde Exposed

We are a concerned group of anglers who fish the River Clyde and are shocked at the way the fishings in some areas are managed or should we say not managed. Poaching is a major problem yet anything we report seems to fall on deaf ears. The Crown Estates who own most of the salmon fishings have failed the River Clyde by allowing some of their tennents such as the Avon Angling Club (AAC) and the United Clyde Angling Protective Association Ltd(U.C.A.P.A.Ltd) to control the salmon lease but yet break the terms and conditions of said lease namely failing to prevent poaching. Over the next few weeks we the 'Grass Carp' will attempt to expose all of the nonesense that has gone on and which we feel has held a great river from becoming a premier salmon fishery. We will demonstrate how the Crown Estates and the Scottish Executive have sat on the fence and allowed one angling association to bully others. We will direct you to various web sites where evidence of the underhand tactics of U.C.A.P.A.Ltd This site is dedicated to all of the anglers who care but who are not listened to, perhaps now that everything is being made public those in charge might get off the proverbial fence and do the job they are paid to do!!!! We ask that anyone with any evidence of poaching or failure of an association to protect the fish please let us know and we will petition those who should be doing something about it and request written replies.

More Evidence re miss management by U.C.A.P.A.Ltd


The above document is an extract from the minutes of the meeting of the Clyde Fisheries Group on the 9Th of November 2007. Please note point 12 RK being Robert Kerr of SEPA and DB is Douglas Brown of the Kelvin Angling Association (who always has something to say about others waters yet his own is being poached rotten). Also note that Robert Kerr clearly states that S.E.P.A. have a legal obligation in relation to fish passage at the structure. Yet it also appears that U.C.A.P.A.Ltd have blatantly asked S.E.P.A to break the law by requesting that the gauging station not be modified. When you read other documents on our blog page Mr Quigley of U.C.A.P.A.Ltd insists that the R.C.F.M.T.Ltd be run to the letter of the law. Clearly a case of double standards.

Not only anglers but the Scottish Executive and Crown Estates office must ask the reasoning behind U.C.A.P.A.Ltds thinking, why are they trying to prevent the spread of salmon throughout more of the catchment? As salmon lease holders they are the ones who should have been pressurising S.E.P.A. to do something about the gauging station and not the N.V.A.A. who have no salmon interests at all. The difference is the N.V.A.A. feel that they have a duty of care towards the river improving it for all species.

We have it on good authority that the N.V.A.A. not only instigated the move to address the gauging station but also constructed a working scale model of one section of the structure and installed a baffle and lift pool system set up to scale, then critically tested the model filming every stage of the tests. They then produced a DVD which was sent to S.E.P.A. for them to examine, this DVD can be viewed on a visit to the N.V.A.A. hatchery.

As each week goes by it seems that more and more evidence of the incompetence of U.C.A.P.A.Ltd comes to the public eye. I am a salmon angler and I would have thought that the association controlling the salmon rights would have gone all out to open up as much river to salmon within their lease control as is physically possible, It seems the opposite is going on here, what is there way of thinking? The lads on the Nethan seem to have the right idea and I find it shocking that U.C.A.P.A.Ltd seem hell bent on these people doing what is required to improve the river for all. I am also shocked that U.C.A.P.A.Ltd suggested that SEPA do nothing at the SEPA Gauging Station to help fish spread further throught South Lanarkshire.They are suggesting SEPA breaks the law!!!
Are they trying to keep all the fish in the main river so that they become easy prey to poachers??? I have lived in Kirkmuirhill all my life and I watched the Gauging Station being built in the 1960's and I said to myself then that it would be a problem for fish. U.C.A.P.A. Ltd have held the salmon lease on the Nethan for how long?? Lets say over 15 years yet it takes a small club like the Nethan Valley who were only formed in 2000 to get things moving on a barrier to migrating fish. Do these people who profess to be river managers etc within the United Clyde have any idea what real river management is all about? They should take a leaf out of the Nethan boy's book.

What in the name of the wee man is going on? are U.C.A.P.A.Ltd for real, how can any association with salmon rights suggest that an Environment Agency do nothing to fulfil their legal obligation. SEPA have identified the need to address the problem and seem very keen to do something about it. congratulations to the NVAA for their perseverence in regards this issue. It seems that the secretary of U.C.A.P.A ltd has mental issues and appears to be cerifiable but knowing that man he would end up the Lunatic running the Assylum as is the case with U.C.A.P.A.Ltd

Salmon numbers are in danger all over Scotland and yet U.C.A.P.A. seem not to want them to spread. What exactly is their agenda? Anglers are all talking now and feel its time for some answers.
How does one man i.e. Joe Quigley have as much power over the others?
Why are they so lax in their bailiffing?
Why do they keep attacking other organisations who seem to be doing positive work
Why are anglers allowed to wade over areas where salmon have spawned? It seems as though they are trying to get rid of the salmon.
Mr Quigley needs to clean his own stable out before attempting to disrupt others.
Can I respectfully suggest that grass carp design a petition that can be added too on this blog page? I would suggest petitioning all anglers in a bid to get the United Clyde Angling Protective Association live up to its name. that is uniting with all the clubs and protecting the river. The name as it stands is farcical thanks to Mr quigley and his companions in arms.
